The one thing he made clear, though, was that he did not and would not make binding decisions on Wikipedia content, only user conduct. Jimmy couldn’t come along and say “This article should say X and should not say Y” and have that be the final decision. Of course, “one guy makes the decisions” is not a system which scales well. The normal way that goes is that said individual appoints others to help in making such decisions in the clearer cases, perhaps himself acting as a final authority for contentious or contested situations.

Policies and guidelines do exist on Wikipedia, but again are driven by consensus. They are more a means of documenting what is already widely being done and accepted as a best practice, rather than anyone saying “This is what everyone must now do whether you like it or not.” And they are all subject to change by that same consensus process.
